"Hunters" in Togashi's world are not simply those who hunt animals - this term refers more appropriately to those who hunt in general. There are hunters who discover and preserve archaeological findings; gourmet hunters who search the world for rare cuisines and delicacies; blacklist hunters who hunt down and arrest criminals... the list goes on.
In all, the hunters' job is to keep the world in check. This is a great responsibility which requires outstanding abilities, and is repaid with coveted privileges. An austere hunter exam therefore stands in the way of those aspiring to become hunters, and only one in hundreds of thousands may be granted a hunter licence.
